The development came amid heightened tensions between India and Pakistan after a suicide attacker from Pakistan-based Jaish e Mohammed terrorist group blew up a bus carrying Indian paramilitary troops in Kashmir on 14 February. After pulwama modi govt raised import duty on pakistani goods to 200% and withdrew MFN (Most Favoured Nation) status given to pakistan, this created panic in pakistan as it massively hit its economy and prices of essential commodities were touching sky high. .

Lastly he countered pakistan prestigious CPEC Project by establishing Chabahar port in south-east Iran, which India is developing, The port opened a new strategic transit route between India, Iran and Afghanistan that bypassed Pakistan hurting the business Pakistan has restricted the movement of Indian goods to land-locked Afghanistan, hampering trade relations between the two countries. The Afghanistan-Pakistan Trade and Transit Agreement allows Afghan trucks to carry cargo to Pakistan ports and the Wagah border but the trucks have to go back empty. This increases the cost of goods.
